Scope Baseline in Project Management and PMP Exam

The scope baseline in project management is a document that provides a precise and agreed scope for a project. A scope baseline includes the project scope statement, the WBS, and WBS dictionary which have to be approved by the appropriate stakeholders beforehand.  As a general rule; the results and progress of a project are measured against that baseline in monitoring and controlling process group.

Baselines are handy project artifacts and provides a written consensus between stakeholders on their expectations and requirements. They should always be used to monitor the progress of a project and measure actual outcomes versus the planned ones.

In order to prevent an uncontrolled expansion of the project scope and not to cause scope creep, the scope baseline must only be formally changed through a change control process.
